Enforcement of the Fisheries Act has been downloaded to provinces as there are very few federal enforcement officers. If provinces are expected to enforce the Act, they should be provided funding and training to do so. Other enforcement options may also exist such as through ticketable offences.

DFO needs to place observers on salmon farms routinely and randomly as on commercial boats to oversee by-catch and disposal of morts. Fisheries regulations such as the use of lights that draw small wild fish into the pens needs to be forbidden as for commercial fishermen. Practices on salmon farms seem not to be subject to compliance and enforcement with fisheries regulations that apply generally to fisheries. Where exactly can a citizen find a report from an on-site DFO inspection of each and every salmon farm in BC? Why are DFO inspectors not on site when there's a fish die-off?
